since you have hot relays even after you swapped with other it is obvious that you have a high power resistance and you should visit immediately a professional car electrician for his help,

on a hot day it will blow warm/hot air if the AC is turned off or not working

If its hot air and AC is working then i would start by checking the fuse or relay. if its not the fuse/relay then i would look into the heater box there is a door that blocks the hot air

After sitting during a warm day my 1999 Accord V6 will crank but will not start. Wait 10 to 20 minutes and the car starts normal. This happens randomly. It will go away for weeks then reoccur.

Replace the main relay. They run hot and with hot internal temps of the vehicle, they fail until they are cooled down. Opening the door or windows allows the hot air to evacuate, this in turn cools the inside of the car (and relay), then the car starts.

Not cooling

First I need you to unplug pull away from wall and remove cover over the compressor. I want you to feel the top of the compressor and if too hot to hold your hand there let me know and do not plug back in until we can check the start relay, capacitor and overload. I suspect the start relay or capacitor may need replaced. Let me know, Sea Breeze

if the compressor is very hot then it can be possible that the compressor is getting faulty,but also other possibility can be the compressor relay.if the relay beside the compressor is got faulty then the compressor gets over first unplug the unit from main power outlet and then remove the relay and check it with continuity to confirm the it relay or compressor.

Overload relay

The relay mounts on the compressor and has a sliding start switch inside it. If you shake it you should feel the sliding switch within it. I fyou hear nothing or it sounds like a salt shake then it is bad. Newer relays have no way of telling other than you can visably see the relay is burned and can smell it as well. If your compressor is hot as the devil then the relay is stuck in start and both windings are going at once. This will cause the overload to trip and kill the compressor till it cools back down. otherwise the compressor will cool the box albeit intermittantly. If the contacts are disentergraded within the relay the compressor will not run.

First, you must determine if the compressor is running. The compressor is located at the bottom of the unit in the rear. Feel for motor heat and slight vibration. If it is cool then the problem may be an inexpensive start relay. If the compressor is very hot, the start relay could also be the problem or the motor has seized. Find the wiring diagram in the rear of the unit to replace this relay which should be availible at your local refrigeration supplie house.
