I receive texts but cant send them keep getting a triangle symbol with a ! symbol in the middle want does it mean

This is a facial expression used when texting.
Example: "we ran out of milk and now i cant have it with my cookies :-( ....Viewed sideways

This (your) expression shows a smiling face - so I wouldn't be too concerned.
