As I understand it the computer recognizes the floppy drive.
Can you read other discs, write to them etc? If not drive is bad
If you can read other discs then your floppy disk is bad

Any USB external Floppy drive will work with any computer with a USB port, but if you have Windows 98 you will need an USB driver.

Go to the control Panel > Device Manager > scroll to drives, right click on "A" drive and disable it. You can also go into the computers BIOS settings....usually the Delete key when you see the manufacturers splash screen on boot up. When you are in the BIOS, go to the computer peripherals and disable the A drive if it is listed. Hit F10 and reboot.
