Can I refreeze hamburger that was thawed in frig and then mixed with other ingredients for dog food?

The hazard comes from how long the meat was unfrozen. Refreshing will not kill previous bacterial growth. Raw meat of any kind is always a potential danger to your pet...

Is it okay to refreeze meat

Depends on what temperature the meat got up to in that amount of time. If it got up past 40 degrees, I'd trash it.

Frezeer was unpluged by accident. All mear thawed out. Is it ok to refrzeethe meat and eat it later.

Is it safe to refreeze food that has thawed completely?
Once food is thawed in the refrigerator, it is safe to refreeze it without cooking,
although there may be a loss of quality due to the moisture lost through defrosting. After cooking raw foods which were previously frozen, it is safe to freeze the cooked foods. And if previously cooked foods are thawed in the refrigerator, you may refreeze the unused portion.

If you purchase previously frozen meat, poultry or fish at a retail store, you can refreeze if it has been handled properly.

Sure. This is Ok. It will not harm the meat or your health. The quality of the meat will diminish, slightly, but that is all. It is perfectly safe to refreeze the meat.
