One Walkie can hear and talk second Walkie can talk thru but not hear from other.

Most likely, something is programmed wrong. Brand and model would help more. If over the counter radios, the frequencies are likely the same. The "tones" which have many names are incorrect and both frequency and tone must match. One radio may be in "monitor" mode, so it will hear everything on that channel. Grab the book, slowly program each radio writing down each setting. Get the frequency and tone first. Add features later.

Would like to add a frequency to a Radio Shack

Absolutely. Just find either an empty channel or one that you want to delete - and program the new frequency. Doing so will not "mess up" any of the other programming.
