Sony Camcorder refuses to load hi8 tape

If I close the Hi8 tape cover with no tape in it retracts automatically down, and after a few seconds pops back up and open.
If I put a hi8 tape in and close the cover, it doesn`t retract the tape down. you can see and hear that cam wheel spinning for a few seconds before it pops open again.
Any ideas?
