First , If I were you , I'd try to find someone with a password removal disk & who knows how to use it . Have them remove your password and then you will be able to log on & apply a new password . Your second choice is to reinstall windows . Good luck .

you can also try to log on in safe mode by hitting the F8 button right after you power on your computer . There will be a menu that offers you several ways to log on , pick Safe Mode , a administrator account may come up if it does hit enter . Good luck

Sounds like a virus......if all the trouble shooting you have done didnt work the only thing you have left is either take it to geeksquad or format the HD and reinstall windows.

SOURCE: Forgot Password

While you lost windows login password, you can get into safe mode (F8 when booting up) to recover windows password when you lost user account password, but if you forgot administrator password, there is no way to change it, you should use software to recover admin password. Yesterday morning, I forgot my Windows administrator password. Last, I successfully remove my Windows password by using Windows Password Seeker. It's worth a try.

The answer is very simple as the standard user and guest accounts do not have rights to reset the password of another accounts. Within the three types of Windows user accounts, only the administrator account allows you to change another accounts' password. So if you want to reset Windows password of another accounts, you need to change your account type to administrator firstly. What would the parent password be ?

If it's a home access pc you could try: 'cometpar' or 'Misco'. Another one I've come across is 'welcome'.
You could also try resetting the password in safe mode.
Hit F8 repeatedly on start up. When screen comes up choose safe mode. If prompted to log in enter 'Administrator' in user field and leave password blank. Go to start>control panel>user accounts and safety>user accounts. You can make changes to the account from here.

Bypass Windows Vista password

One of the cornerstones of Windows Vista is security. Vista comes with User Account Control (UAC) system, firewall protection against malware, spyware, phishing filter, automatic updates, and, of course, that the procedure for logging into your account and password. All this is a great security and gives you peace of mind knowing that your system is protected, surfing the Internet.
However, if you're the only one who ever used the Windows Vista system in your home? Have you ever wanted to do it so that you to bypass the logon Windows Vista, and get right to work? There is a way that this task with a hidden tool called the Advanced User Accounts Control Panel to run.
In this release, Windows Vista Report, I'll show you how to circumvent the access and use of additional user accounts in Control Panel, Windows Vista logon procedure and essentially configure Vista to automatically log on when you turn on the system.
Accessing the hidden tool To access the hidden Advanced User Accounts Control Panel, click the Start button, type “Control Userpasswords2′ in the Start Search box, as shown in Figure A, and press [Enter]. When you do, you’ll encounter a UAC dialog box and will need to respond accordingly.
Figure A 1_thumb.png To access the hidden Advanced User Accounts Control Panel, you’ll type Control Userpasswords2 in the Start Search box. In a moment, you’ll see the Advanced User Accounts Control Panel, as shown in Figure B. (As you can see, the dialog box is simply titled User Accounts.)
Figure B 2_thumb.png The dialog box for the Advanced User Accounts Control Panel is simply titled User Accounts. Configuring the automatic log on To configure the automatic log on, select your user name in the Users For This Computer list, if it isn’t already selected. Then clear the Users Must Enter A User Name And Password To Use This Computer check box. When you do so, your Advanced User Accounts Control Panel will look like the one in Figure C. To continue, click OK.
Figure C 3_thumb.png Once you clear the Users Must Enter A User Name And Password To Use This Computer check box, the Users For This Computer list becomes unavailable. As the last step in configuring the automatic log on, you’ll see the Automatically Log On dialog box, shown in Figure D, and will need to type your password in both the Password and Confirm Password text boxes. To complete the operation, click OK.
Figure D 4_thumb.png You’ll be prompted to type your password in the Automatically Log On dialog box. To test your Automatic log on, simply restart your computer. When you do, Windows Vista should automatically log you on.
What’s your take? Now that you know how to access the Advanced User Accounts Control Panel and enable the automatic log on feature, will you do so? Please drop by the Discussion Area and let us in on your thoughts.
Finally Solution
I usually used the cheapest and easy to use tools, especitally free trial: like Windows Password Recovery tool 3.0 to reset Windows Vista password.

First, you can try this method.Start system and press F8 key when Windows is starting up. Then select Safe Mode with Command Prompt and enter. Choose Administrator, the default password may be blank if you don't set the default administrator password before. Then you will enter into doc Command as following.
Type " net user net user xxx 12345 /add " (xxx is the locked account name and 123456 is the new password set on this account). Then you will see the Command Completed Successfully.
Then this method can fully help you remove the administrator password,i highly suggest you this one.
1. Login to a computer that can link to Internet. Download windows Password key from http://www.lostwindowspassword.com and install it on that PC. Note that: there is a .ISO file. Burn the .ISO file to a CD or a USB flash drive.
2. Insert the newly created CD/USB drive to the locked computer.
3. Reboot the locked computer and press'F2'or'Delete'to enter your BIOS setup and then followed the process of instructions. Just a few steps, the old password was removed.

Boot up!!

No getting around a password unless there are multiple user accounts. If you have multiple user accounts log into another account (as long as it has admin priv) and just remove the password to the locked account. If multiple user accounts are not present your best shot is to order a recovery disk from toshiba and reinstall the operating system to factory specs
