The blue led is on but the PC can not detect the portable HDD neither by expolrer or Wincommand

My Toshiba 320GB USB 2.0 Portable External Hard Drive was working normally. I uplug it and try to connect it to another PC. It does not work. I return it to my usual PC it has teh blue led lighted but it is totaly undetected by the PC

Did you "eject" the drive before unplugging it from the first computer or simply pull the usb cable out of the port?
