Question about Acer Aspire X3200 PC Desktop
The Acer turns on and responds to the buttons pressed on the tower but the mouse and keyboard don't work, and the monitor says "no signal". I've tried cleaning it and dusting it, replacing the fan motors, replacing the mouse and keyboard, replacing cord between monitor and tower. I don't have a clue what to do next.
Check to be sure your monitor connection needles are seated properly. Is mouse wireless or connected to back of tower?

SOURCE: My Computer powers up but no beeps and "no signal" displayed on monitor. All the fans are working and the tower is relatively clean inside and free from dust, obviously a component has failed to start
Would appear to be a bad Power Supply.
Do you have a multimeter, to test the 3 low DC Voltages coming out of the Power Supply?
A) 3.3 Volts
B) 5 Volts
C) 12 Volts
Again, all are DC Voltage.
In comparison two D cell flashlight batteries produce 3 Volts DC.
(The dangerous AC electricity is contained within, the metal case of the Power Supply)
I have seen economical multimeter's on checkout aisle racks, at major discount stores.
[Don't cut on any insulation of wires. There is a better method, and it does not involve that ]
If this is not feasible for you, how about borrowing (Temporarily), a KNOWN to be good, Compatible power supply; from a working computer?
Either way we are trying to see if the Power Supply is the problem, before you spend your hard earned money.
There is also a visual test you can perform, to see if other components have failed. Electronic components on the motherboard;
More specifically, they are Radial Aluminum Electrolytic Capacitors,

What do they do?
Some of them are used as Filters.
Some of them are in the Motherboard Voltage Regulator Circuit.
Part of what the motherboard voltage regulator circuit does, is to regulate voltage for the Processor (CPU)
The Processor MUST have a steady. 'clean', supply of voltage; and it MUST be kept within the tight voltage range, for the Processor.
Too little, or too much, and the Processor turns off.
(BIOS turns it off)
If you find faulty Electrolytic Capacitors, can they be replaced?
Do I know this will fix the motherboard, or are they just the start?
All I can tell you is this;
I have replaced faulty ones for years, now. The rate of repair fixing the problem is pretty high.
What people do not know, is that we, the worlds electronic consumers; have been plagued with a problem of faulty Electrolytic Capacitors, for years.
Started in the early 70's to my knowledge, and continues to plague us today.
Not talking just computers; speaking of all electronic devices that use Electrolytic Capacitors.
(For one; have you ever had an AT&T router go out?)

the circuit must be closed
without battery doesnt start anymore !!!
