First, does the engine's starter motor run when you attempt a start? If not, check the voltage reaching the starter motor.
If the starter motor turns over the engine, you need to investigate three things, all of which are needed for operation.
--Fuel: is there fresh Diesel fuel in the tank? Is the fuel filter clogged? If there's an auxiliary fuel shutoff valve, is it open to allow fuel to flow? Is the fuel pump working? Is the air temperature so low that the cold has caused the Diesel fuel to gel? You may need a cold-weather additive for the fuel.
--Air: is the engine's air filter clogged with dust? Is the engine's air
--Ignition: are the engine's glow plugs receiving electrical power and thus heating?
--Battery: it's unclear how you tested the battery. A voltmeter reading can be misleading because the voltage reading under no-load conditions may read okay, but the battery voltage may drop to a too-low value when heavily loaded by the starter motor and glow plugs.
