What is the safety limit in decibels before hearing is damaged by loud music?

85 decibels is the generally accepted limit for 8 hours of exposure per day (you have to give your ears time to rest in between).
At 91 decibels you have about 2 hours before suffering damage.
At 100 decibels, it's about 15 minutes of safe time, and immediate damage (no safe duration) can occur at around 140 decibels (about as loud as a jet engine or firecracker).

The important thing to note about volume and ear safety is that you have to rest your ears (i.e. nothing too much louder than a conversation) for the rest of the day to avoid risking damage. That means that after 2 hours at 91 decibels, you need to rest your ears for 22 hours before these guidelines can apply again.

Many bands play shows at around 100 decibels, so invest in some HearOs or other decent protection.

How to express a loss as a gain in dB?

Decibel is what sound is rated in.

The sound level is expressed as a line.

0 in the middle.
Negative values are to the left, Positive values to the right.

Less DB rating to the Left, more DB to the Right.

Anything above the 0 is louder. 1, 2, 3, 4, 5, 6, etc.
Anything below the 0 is not as loud, -1, -2, -3, -4, -5, -6, etc.

It would be correct to state a 6 DB loss as -6DB.

We have an airstream trailer with a 13,500btu Dometic A/C. The problem is that the noise level is very loud while the A/C is runnining. Can we get decibel ratings for upgrades for a quieter running A/C?

It may be a simple as installing some new rubber bushings/mounts, on motor, compressor etc, and checking that the gasket between roof and upper unit isn't compressed too much, and if so, replace it as well. These all contribute to noise, as well as check bearing in fan motor for excessive play.

Fan runs constantly

i'm not sure what you mean... what fan... if you mean the cpu fan ... it's supposed to run all the time... is it noisy ?

Hp pavilion a730n fan runs constantly, even when not in use. what could be happening and is their a way to clean inside if need be.

There are 2 fans at least on the inside. One is for the CPU and the other is for the power supply. They are supposed to run continuously to keep the heat from building up inside the case. (Heat is what is worst for your CPU.) It sounds like the noise itself is what is disturbing you. Unfortunately, there isn't much that can be done for the sound level created by the fans. My wife subscribes to the theory of turning up the music a little louder to drown out the noise of my graphics card fan. The only cure would be to invest in a lower noise fan- you'll see decibel ratings on some of them.
You can get a can of compressed air and take off the CPU fan to clean off any accumulated dust on the fins.
