Hey Michael. Are the s9s already paired with another device? If so.... You might want to try turning off both the s9 and the device that's already paired. Then try repairing new device with s9s. Good luck.
All you have to do is to PAIR the both devices. So TURN ON the bluetooth on your HP mini and turn ON the Bluetooth Modem. Right-click on the Bluetooth icon on your laptop and choose ADD DEVICE and let it discover the modem. Once discovered add it as a paired device and [... probably] you ill have to input the PAIRING CODE for your modem. Once paired click OK and you're good to go!

the headset, you can enter Pairing mode by holding the multi-function

Once in pairing mode, set your phone or
other Bluetooth enabled device to search for the headset. While each
device is different, the setting is often found in a "Settings" or
"Bluetooth" menu and the "Search" or "Discover" Bluetooth devices
option. On the list of discovered devices, choose "Samsung WEP500" and
select "Yes" or "Ok" to connect to the device. When asked for the
passkey, enter 0000.
I have had a similar issue with SGH-A707, I have found that taking the device out of discover mode, then removing the battery from the phone to reboot it. once booted, turn on the bluetooth on the phone and put the device into discover mode. Should find it.
