Help please when i am trying to register my iphone with apple so that i can download apps on the registration form it asks for an iphone number, what is this? and where do i find it? please help thanks xx

Is it the IMEI number they are asking for?
View this on an iPhone via the menu Settings->General->About and scroll down to IMEI.

Not sure what you mean by register? There is no registration per se. After setting up a new iPhone, you can setup your Apple ID and password to log into your Apple account and you can see and manage your devices. Basically, the iphone is automatically registered with your cellular provider for service and thru iTunes with Apple when you activate it. I've never had to go through any specific registration for an iPhone.
Yes, that should be no problem. You can use a computer or even the same iPHone 4 to create an Apple ID.
If you are to do it with a PC, one way is to download iTunes, then after installation, check where you need to sign in, there is a part that ask for registration. If with the phone, open AppStore and download any free app, before the download begins, it will ask you to log in, but then it also give you the chance to register, so just tap register. And you should be good to go.

Follow the steps below and test the app after each step.
Restart the app
Close the app and open it again.
Restart your device
Turn the device off and on.
Update your device software and your apps
Update your device to the latest version of iOS.
Update your apps:

Install another app from the App Store
