Vacuum cleaners actually blow air through the filtration system. Over time particles will block the pores in the filter which doesn't allow enough air to pass through it and pressure will build up behind the filter and has to go 'somewhere'. Either clean the filter or replace it, and be certain to properly reinstall the assembly before turning it on.
What I have found over time is that even if a filter is marketed as being washable it really means that the material will not be damaged by water. The key difference here is that it won't necessarily be cleaned better by washing. Electrolux sell a lot of washable filter for example but what i find is that washing only sets the dirt as mud. The problem is that the pores of a filter are incredibly small and water does not dislogde the particles. Remember that in the normal run of things the suction power of the vacuum is actually wedging dirt into the pores. The best way to clean a filter like that is with an air compressor but it is very messy. Generally speaking a filter will be past it's best after a year or so of usage. How often have you changed the filters in the vacuum?-- and when was the last time you did it now?
Obviously emptying the dirt collecting chamber OFTEN helps the vacuum-- but then in addition, there are several filters-- are they clean?
Pull them out, tap and otherwise shake the dirt loose from them, until they are clean-- (Compressed air is great for this-- but you might not have that nearby, right?) Do yo have another vacuum that might help you clean up the filters? Or-- maybe it is time to replace all the filters?

You would not normally need to replace the filter unless it is damaged. Access is from inside the tank itself. Remove the bucket and locate the finger loop on the existing filter. Pull toward the inside of the bucket. Replace the filer by setting in it's track and snapping tight to the wall of the vac. Unless damaged you can save and clean the old filter for reuse.
use a penny to turn the 2 screws on top a quater turn then fold down the vacuum and lift up the cover and you will have access to the belt. Clean the small hepa filter with soapy water. their may be 2 of them. The cannnister filters need to be shaken but not washed. Good luck.
unfortunately the batteries on the roombas can go bad and not hold a charge and need to be replaced, also you should check all the brushes and wheels on the bottom, if they are bound up it would stop the roomba from working. the two brush rollers can be removed by pushing on the two tabs just above them, try and clean any hair from them. if its real bad you should buy the maintance kit from them witch gives you both brushes and filters as well.
