Dirty Water in toilets, gurggling & spitting sounds

Are you on a well or city water? Septic tank shouldn't matter as it is below the level of the water in the toilet. It is coming from the fill water.

Handle is sticking in one toilet the other toilet makes a loud whisteling noise after flusing

The handle is probably worn out on the first toilet. The whistling on the other toilet is probably from a restriction in the fill valve, if you can live with whistling, it's not really a problem. If not, I recommend trying a different type of valve.

Every 15 minutes toilet float makes noise as if going to flush then goes away and makes noise every 15 minutes for about 10 seconds as if it is going to flush but does not and returns to silence but does...

The toilet flapper valve is slowly leaking. When the water level drops sufficiently this opens the fill valve to bring the level back up. This is all controlled by the ball float. A simple solution is to buy a new toilet flapper valve for your brand of toilet.

The toilet keeps running constantly - the tube in the tank is overflowing and i can not get the dripping sound to stop. Anything i can do?

The noise is because your float in the toilet is set at too high of a level and it is overflowing and making noise.
Reset your float, to adjust the water level just below the overflow pipe...this should stop your noise.
If it does not correct the problem then you will have to replace the water control unit inside of the toilet tank.

Hello. I doubt that the installer would not install it properly. That said, the issue you are having makes me wonder if your bath drain plumbing is properly vented to the outdoors through the roof. Joe

Downstairs toilet won't stop filling, upstairs toilet won't fill

for the upstairs if the valve is fully on there is not much you can do other than replace water service to the house or heaven forbid repipe.Valves usually don't restrict fill volume. But you can take the supply loose from the tank and stick it in a bucket turn the valve on and check the flow.this should narrow it down.Down stairs repair or replace flush valve
