No red light on base but line is working, bad storm last night. Have another old phone now in situ

If you had a storm, and the only handset that works shows line in use, then your base has gone bad and needs repair. The reason the phones are flashing base 1 or something to that effect is because they don't see the base anymore, which typically means no phones will see your base, so its odd that one phone is actually seeing the base. Either way, you can try re-registering the phones to the base, but if you get the line in use after they register (if they will register), then your base is bad. The battery in the handset could be bad . First I would test that the base unit is recieving dial tone by pressing speaker button on base unit. If there is dial tone then problem is in handset or in base unit communication to handset. Try resetting power to base unit. Check manual for any re-initialization procedure. If the base unit is not receiving dial tone then I would test that the phone line is delivering dial tone to the base unit by connecting a known good phone to the line cord. If the dial tone is not present , problem could be in line cord from outlet, outlet, building wiring, or service provider.

SOURCE: Had a bad electrical storm.
The damage is not to the phone line it is to the phones. Unfortunately this is very common with powered phones as they are almost never kept on surge protectors and are very fragile. You will need to purchase a new base station to use with existing phones.
