In the water reservoir there is a tube that maintains the water height during operation. It fits in the overflow drain hole and keeps the water level at the proper level. This tube is either not installed into the bottom of the reservoir properly or it is broken.

There can be a few reasons why your Scotsman DCE33PA1SC ice machine is not making ice, even though it has power and water:
Thermostat: The thermostat controls the temperature inside the machine. Make sure that the thermostat is set to the proper temperature and that it is functioning properly.
Water inlet valve: The water inlet valve is responsible for letting water into the ice maker. Make sure that it is functioning properly and that it is not clogged with debris.
Water pump: The water pump is responsible for circulating water through the ice maker. Make sure that the pump is functioning properly and that it is not clogged with debris.
Water filter: Make sure that the water filter is clean and not clogged.
Control board: The control board controls the operation of the ice maker. Make sure that the control board is properly connected to the power source and that it is not damaged. It's possible that the control board is malfunctioning, which can cause the ice maker to not work correctly.
Refrigerant levels: low refrigerant levels can cause the evaporator to freeze over, which can affect ice production. Make sure the refrigerant level is adequate.
It's best to consult the user manual or to contact a professional technician to diagnose the problem, as the issue could be caused by a number of things and it's important to troubleshoot it correctly
