While you were installing Vista were you hoping to retain information? Have you ever had a backup program like Carbonite or anything before this?
If you are hoping not to lose pictures or items such as these, You will want to stop in your tracks and get someone to retrieve your information unless it has been backed up previous to this.
That being said, If we are not worried about losing any information, we should be able to move on without too much issue. What concerns me is the noise you have described. I hope this is not a clicking noise as that is an indication of a bad hard drive and could warrent further repair from a local PC repairmen.
Assuming your hard drive is okay, I would first take you through factory resetting your machine if possible. Did your computer come with any disks? If not, there should be a keyboard command. Usually HP likes the F11 key for this feature (HP is also the designer of compaq computers now) when the computer first boots up constantly tap the F11 key until the Compaq splash screen goes away. This should give you a menu. Restore the computer back to the factory state. Do not attempt to backup the files as this can be misconcieving unless you have external media to back them up to.
After the factory restore, You can setup the computer as if you had just purchased it. You will need to run all windows updates afterward and then you can move on to upgrading to windows vista again if you choose.

I would suggest first trying to make it a dual boot to make sure you can get all the drivers working. Vista has a resize function for the drive size, and you can install XP in a second partition (probably about half the drive would be nice) There are directions for that elsewhere. You can make a folder on the partition after you install the XP Windows system (Vista should see the XP partition with no problem) and download drivers as you find them in the Vista, which will still have connectivity software running, while XP might not connect until you find the ethernet and wireless drivers. I looked in Google, and found several sites with people looking for and finding the XP drivers that worked. You will need a working copy of the version of XP you want to install, with COA/install numbers for the XP, of course. Good Luck.

Take a soft paper towel and make sure there are no fingerprints either on the top or bottom of the cd. Then put the cd back into the drive and restart the computer. Listen to the drive and see if its trying to load the cd. You should get a progress bar that comes up showing you that its trying to get into the windows setup.
If you can't hear anything from your drive then that means the drive is going bad and would need to be replaced. Also try another windows disc if you have another one just to see if the problem is the original disc. It could be that its not trying to go into the setup and its bypassing the cd and not going anywhere. Also go into your system BIOS and make sure the cd/dvd drive is the first drive in the boot list.
