You might wish to consider the possibilities of the free webspace offered by the folks at Windows.Live.com. Have a look at the skydrive feature, which allows you to upload content, make it accessible to groups you define, and restrict it in accord with your preferences. Whether they allow you enough space to make it interactive in the way you describe depends, I guess, on the content you want to post to your space.

You may have to set up your windows system as a server to the website, if you can't write code simple enough to allow the database to function online, but in that case you could trigger downloads with a button of some kind on the site that sent the results to the database. At that point it's a little over my head, I'm afraid.
