F9 is an error that indicates an inverter board or magnetron
has failed. With the F9 error cleared, start the oven and
listen for a ticking sound. The inverter will attempt to
'fire' the magnetron 5 times.(ticking sound). If can hear
ticking, replace magnetron. Check owners manual. Part may be covered by limited warranty.

My Kenmore Elite Microwave Model No. 721.64683300 does not seem to be heating well and will shut off and flash an F9 code. What does the F9 code mean

SOURCE: for an f9 error code
It would seem that you have a problem with the power supplying the magnetron. In other words the internal temperature is not changing quickly enough.
It would be wrong to estimate a repair cost as I cannot tell if it needs more parts or less.
Hope that helps.

SOURCE: What does the code F9
The F-9 error code indicates a defective control board, inverter or line voltage too high.
