Welcome to fixya
try going to driversupdate.org and see if you can down load there program and try to run it ....it helps alot on the driver updates and things like that and it is easy to use

1) If your wireless adapter is Intel
2) and if it is BroadCom

Open the Network Settings program. Click on the Control Panel in your "Programs" bar and select "Network Settings." This will give you options for modifying how you connect to the Internet.
Select "Connect to a Network" or "Show Network Status and Tasks." Both selections will show you whether you are disconnected from the wireless network.
Select "Manage Network Connections." This selection is located on the left side of the window; clicking on it will show you whether you are connected to a local area connection or wireless network connection.
Engage the wireless connection. Turn your wireless switch to "On," then right-click on the wireless network connection. Select "Connect/Disconnect."
Wait for the IP address acquisition. It may take a few minutes for your Toshiba Satellite to pick up the signal and transmit your IP address. When this is complete, you will see the word "Connected" next to the name of your wireless connection, and a series of bars that indicate signal strength.
Launch your favorite browser to access the Internet using the wireless connection.

try to do the below troubleshooting :
1) Boot up your netbook. 2) Login to windows. wait until windows finish loading. 3) Make suer your WiFi is enable. Search for the button of keyboard shortcut like 'fn' + 'f2' (wifi symbol). 4) Search for wifi network nearby. 5) connect to one of them. 6) Usually, public enable wifi is using a DHCP setup. Go to you wifi adapter setup page and make sure it's already on DHCP mode. 7) You should be able to connect to the wifi network (public DHCP enable) by now. 8) If you still can't connect to the wifi, means its not a public DHCP enable network or you got a wifi adapter problem.
