First attempt to start up in safe mode by pressing function key F8 repeatedly before windows logo shows and select safe mode from the list of choices. You may be successful in logging on as Administrator, and if so you can administrate the users and their passwords.
Otherwise, if you have the Windows 7 installation CD and the key code for it, put it into the drive and boot up to it and choose to do a repair reinstall of Windows.

i used to reset the restore file cache by turning off the feature and then turning it back on. you can also try first deleting the old restore points. it will automatically delete them as it needs room anyway.
now i keep it turned off, it never worked anyway
i do real backups and clone boots drives instead
i also periodically save the registry
