It seems like you may have some kind of program running in the background that refuses to shutdown.
Try pressing control + alt + delete and click on 'task manager' when you try shutdown and it's hanging.
Then click on processes tab and see what process is taking up the most CPU or Memory percentage.  Then highlight that, and right click and end process.

I cant set a photo to my desktop

  1. Find a photo you'd like to use as your computer's wallpaper. (The wallpaper is the background you see on the main screen where your icons are). You can use any photo you have saved or downloaded in your photo folder.

  2. Open your "MY PICTURES" (or wherever you have your photos stored) and find the picture you want to use.
  3. Right click on your chosen photo and then select "Set as Desktop Background" from the pop up menu. This should automatically change your desktop wallpaper to your photo.
  4. Customize the look of the photo by going into your Control Panel and then Appearance & Themes, followed by Change the Desktop Background.
  5. Choose how you want the photo displayed. You can either tile the photo, which means it will repeat the same photo several times. You can Center the photo which will have the photo appear only one time in the center of your screen. You can then also change the border color to compliment your picture. If you select the stretch option it will stretch the photo to cover your entire screen

My toshiba laptop was shutdown improperly. now when i turn it on it says. system shutdown improperly start normally. safe mode. ect ect.....i click on one and it just keeps going back to that screen

Restart your pc, as soon as it powers on (even before you see anything on the screen), repeatedly tap on F8 to access the advanced boot menu, choose the option for last known good configuration. If it still doesnt boot up, repeat the same procedure but this time, choose the option for repair your computer, then choose the option for system restore.

I cannot change my wallpaper!!!

Instructions
Step 1
Click on the Start menu button. Then click on Settings and then on Control Panel.
Step 2
Double-click on the Display icon or text link. This will open a window named Display Properties.
Step 3
Click on Background if that tab is not selected. Click on one of the items that appear in the box labeled Wallpaper.
Step 4
Inspect the preview that appears above the Wallpaper menubox. Use the Display menu to the right to experiment with tiling, stretching or centering the picture that you are previewing.
Step 5
Click on Browse to use an image stored elsewhere on your hard drive. Locate the image and click Open.
Step 6
Click OK to change your background, or wallpaper. Click Cancel if you decide to maintain your current settings.
Tips & Warnings
For background pictures, you can use scanned or digital photographs, an image downloaded from the Internet, or perhaps some original artwork that you created in a graphics program. Graphics files suitable for use typically end with extensions of .bmp, .gif, .jpg, or .tif.
Wallpaper consisting of large image files will consume memory and system resources. Consider using a small image and tiling it if resources are scarce.
Please give the positive feedback. Thanks for using Fixya.

I cant change my wallpaper on my milano 7, ive tried looking for properties and in the control panel but it doesnt work. could you help?

It is not under properties, it is under appearance and themes (in the category view). In the "classic view, you will see a small icon of a computer screen. Either way, click on either the icon or the appearance and themes category. Go through the options and you will see wall paper. To select wall paper that is available, click the drop down arrow.

You can also choose a photo and right click on it. A drop down appears that gives you an option to set as wallpaper. Hope this helped. You can help me to help others by letting me know through the ratings system if this helped. Thanks.

Extra wallpaper

Have you tried going to control panel>display>desktop and browsing to the wallpaper file you want and selecting it for the desktop setting, then restarting the system?
If that doesn't do it, I suggest you scan your system for malware. Go to this site and follow at least the first 4 steps and scan with MBAM.
This will detect and remove most problems that could compromise the integrity of your system files.
If you're still having the problem after that, write back and let us know when the extra wallpaper appears.

I hope this information allows you to resolve this issue. If you need further assistance, please post back with a comment to this thread.
If I've managed to answer your question or solve a problem, please take just a moment to rate this post....thanks!
