I would suggest using ccleaner (you can get it here: http://www.ccleaner.com/ ) and
1. Clear all your temporary files.
2. Go to the tools tab, and stop everything except your Anti-virus from running on startup.
3. Uninstall/remove any software/programs that you don't use.
And then run a registry scan and restart your computer, that should speed things up a little.
Another solution is: Do a complete reinstall of Windows, might be a bit of a pain, but that would also bring things up to speed.
