Hi,
a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.
goodluck!

Supported Operating Systems :

>> Kensington VideoCAMs are only supported under Windows 98 and Me. They are not supported under Windows 95, NT, 2000, or XP.

>> Due to a changing market, Kensington has made a very difficult business decision. As of 2001, Kensington exited the Imaging business in order to focus on other products.

>> As a result of this, Kensington no longer develops drivers for the #67014 Kensington VideoCAM, #67015 Kensington VideoCAM VGA, or the #67016 Kensington VideoCAM Super VGA. Thus, VideoCAM drivers for Windows XP or 2000 operating systems have never been developed, nor will be supported by Kensington.

I dont have driver axtrom vga xt vnx95gt1gb

Assume its not plug in play at all. You might need to google for the driver and most likely buy it if its not on the manufactures website. If you used the SW disk to load the drivers first, uninstall those under Computer Devices. reboot the replug in monitor it should recognize as a universal plug and play monitor.

No signal on screen after install the new VGA card

No, you dont need any power to the Graphics card.

But make sure that the monitor is connected to the new graphics card that you have installed and not on the on-board VGA card. That should do it for you !
