Re: AC will not power on
You should remove the cover of the air conditioner. Than look by the box that the plug-in cord goes to. See if there is a fuse that needs to be replaced. Should be a glass tube fuse. Inside the fuse is a thin wire that should reach all the way across both sides of the fuse.
If the fuse is good, than your power supply is shot.

check for a problem climatic control unit
if the ac gave out cold air when the thermostat was adjusted , it indicates a control problem rather than an ac problem
take it to an accredited ac specialist shop for a proper diagnosis and quote
if you have it set at 60 F and it is working at 65 to 68 F then that would be about right
as the air is cooled the cold air falls to the floor and out under the door, open window or anywhere else it can escape
the unit has to be at 80% room height so if it is set in a window then when the cold air gets up to the thermostat or ac level in the window then it will stop cooling
So if the ac unit is say 4ft from the floor and the ceiling height is 8 ft then the ac will only cool the bottom 4 ft
cold air does not rise but falls down
if you are using a ceiling fan then the cold air is stirred up and the 65F sounds about right
remember that the setting temp ( what you set it at) is the lowest temp that it will go down to before it stops cooling and if that is not reached it will keep working to attain that temp and if the room is too big, air leaks under door . around the fit in the window , no insulated walls , hot exterior wall,etc then maybe 65 F is the best you will get
The bearings are bad in the motor and after the fan runs enough it eventually gets hot, making the bearing screech and the fan locks up. Need to replace motor again. See if it has a warranty. The reason it gets hot is because the fan is what removes the heat from the coil and if the fan isn't running there is nothing to cool it off so to speak.
The window units normally have a sensor thats attached to the front of the indoor coil. This controls the thermostat. I usually pull this sensor away from the coil because it stops cooling before the room is cool. It is attached to the cold coil so it senses the coil temp, not the room temp. You can normally see it when you remove the air filter. Don't break it! It may be a wire or small copper tube
With a two story house you have to be aware that cold air flows downwards so any cold air coming from an ac unit will flow downstairs( normally down the stairway) so unless you can close off the down stairs then the up stairs unit will be cooling downstairs as well. Ac units have a thermostat located in the air intake and it cools until the cold air has risen to that point. In effect the space above the ac unit will be hotter than the floor. Knowing how they work ,you can see that the upstairs unit will never reach the set temperature because the cold air is continually heating from the house and will never get to the top thermostat.
So your solutions are
1-- fit controls that restrict the cold air from leaving the upper floor (Doors)
2--don't run the upper ac unit unless you are living up there (waste of money
)3 place an ac in each upper room and keep the room door closed
I have some things for you to check. If you look at the outside unit the lines going into the house. Are they frozen? Have you had any yard work done, the reason I ask is they could have accidentally cut or pulled out the thermostat wires to the ac unit. Also, inside check for the same thing, frozen lines. Also, you may want to check the drain coming from the inside unit, it may be clogged.
It sounds like the thermostat is wired improperly. One quick was to check is by finding breaker to unit and shutting off power. Go to thermostat and remove from wall take all wires off thermostat besides wire going to R(might be RcandRh) and C(which is common) Tape all bare wires removed with electrical tape. Now go back to the breaker and turn power back on. Nothing should be running at all. Take a voltage meter and measure the voltage from R to W(which is heating). If you read 24V then the thermostat is open and not calling for heat. Now turn the thermostat up so it is calling for heat. You should read 0V from R to W. If this checks out your thermostat is probally fine. You can check the fan the same way by going from R to G. In auto you shoul read 24V from R to G and in th on postion you will read 0V from R to G. If the thermostat checks out then the problem is probably at the furnace or rooftop. Either with the thermostat wiring or the main board acting up
