SOURCE: The right side is for the pool sweep. The timer

If timer wheel doesn't rotate on time, then clock motor is probably bad.
Probably the wheel is getting stalled a bit when tripper comes into contact with on-off lever, because motor has lost power.
Add a bit of grease where tripper come into contact with on-off lever.
Intermatic T104 is 240Volt clock motor
Buy T100 series 240V clock motor from grainger:
http://www.grainger.com/Grainger/timer-accessories/timers/electrical/ecatalog/N-8hi

Notice also that link above also shows extra trippers.
Trippers are designed to wear down before on-off lever, so timer mechanism lasts longer.

To install clock motor, snap mechanism out of box using thumb spring at top.
Motor is attached with 2 small star screws.
Notice that motor has plastic gears so motor is designed to stop working before rest of timer.
Motor wires attach to terminals 1 and 3, tighten screws very tight against copper wire.
Make sure no part of the wire insulation is under screw plate when tightening.

Probably just the $18 clock motor, or $2 trippers.
Or buy timer-mechanism-only and snap into same box.

SOURCE: My ML200RTW isn't generating 12VDC

Bad news.
There are no repair parts for broken power pack.
Terminals A and B should test for 12 volts, as you have determined.
Terminals C is for photo eye operation only.
If transformer hums, that is signal that it is working.
It might be possible to open case and somehow find the copper wire from the transformer that will produce 12 volts again, but nobody has reported being able to fix power pack.
Please add a comment and say if you are able to do this successfully.
ML series power packs have 5 year limited warranty, and you usually need the receipt.

I have a T10404R dual intermatic timer clock and I can only turn my pool pump on manually. The clock is working and it will turn off, but I can't get the ON pin to work despite replacing it with a new...

1) Troubleshoot walk-thru indicates that tripper is wrong, or timer mechanism is worn out:
Check that tripper is labeled ON, and compares similarly with old tripper, and is not worn down. Trippers are made of softer metal and designed to wear out before the timer mechanism wears out.
http://waterheatertimer.org/How-to-troubleshoot-Intermatic-timer.html
http://waterheatertimer.org/images/WH-lever-005-500.jpg

2) Buy new timer mechanism: If the new ON tripper does not push the on-off lever, then timer mechanism is probably worn out.
Buy new T104M mechanism, and change out with existing mechanism using thumb spring located top inside box.
http://waterheatertimer.org/Intermatic-trippers-and-parts.html#T100

3) How it works: The trippers rotate around on clock dial. Trippers come into contact with on-off lever, and trippers push lever.
On tripper pushes lever one direction. Off tripper pushes same lever other direction.
Each time the lever moves back and forth, the manual override also clicks with audible sound.
The lever moves a slide bar located on back of timer mechanism, and that action opens and closes electrical circuit.
http://waterheatertimer.org/images/Back-of-WH40-2b-500.jpg

4) Since any timer mechanism can fit into the T10404R control panel, you can also buy and install T104M210 timer mechanism with fireman's switch that turns off heater 20 minutes before turning off pool pump.
For 2-speed pool pump, the digital P1353 can also be installed, and this timer would replace both timing mechanisms in the T10404R. Non-electronic timers are more reliable.

Timer clock not working

Problem is not clear.

If this is new installation, then wiring is probably wrong.
Voltage and model number of timer is not known for certain.
You posted under T10404R that has 2 T104 240V timers.
Open following link for T104 wiring:

If timer worked before, then you might need $18 clock motor

My opinion is that new pump is defective.

You posted under Intermatic pool timer.
The timer will not have any effect on the new pump overheating.

Insufficient wiring can cause new pump to overheat.
However if wiring is undersized, and/or if both pumps are turned ON at same time, the circuit breaker would get hot and trip.

Instead of the breaker tripping, your new pump is getting hot, and turning off.
Remember, any pump that slows down and overheats is getting damaged.
Replace the defective pump.

Can you fit a frost switch to the T10404R

http://www.poolandspacontrols.com/~/media/Files/PoolAndSpaControls/Products/Instructions/PF1102.ashx
http://www.poolandspacontrols.com/products/freeze%20protection%20controls/multi%20circuit%20freeze%20protection%20controls.aspx

Intermatic makes a freeze protection control that wires directly into a 240V timer.
If you already have a freeze control, the wiring diagram might help.

geno_3245_59.jpg
The manual has this image larger.
It shows wiring to connect the freeze control directly to one 240V timer.
Intermatic make a freeze control for 1 or 2 circuits.

The pump stopped working today. There is power to the pump and the circuits did not shut down. I think the clock could be bad. It has not moved so I feel the problem is the clock. the pump is new.

If you move the manual lever to the ON position the pump should turn ON. If the pump turns ON manually and the clock is not moving as you say, then, yes, the clock timer motor is bad.
