How do I access tone arm belt and motor on a Pioneer PL-L30 turntable?

Try lifting up the turntable mat. You should see a hole. Note how it fits before removing the belt.

JVC turntable AL-E300 turntable slowing down when tone arm moves iacross

Even if the belt looks fine it's almost certainly the problem. You mentioned "cleaning" - if you got any kind of fluid on the belt it might act as a lubricant and reduce the friction between the belt and the drive wheel, causing the turntable to slow when the tone arm puts a drag on it. The problem may go away when the belt dries out.

How do you shift to play records. When I turn to phono on dial it turns the unit off. I have a radio cd player with CR24 turntable

Move the tone arm off the rest on to the record and it will start to spin. There is a switch that turns the player off when the tone arm is on the rest.

Need to know what settings the anti-skate and the counterwieght on the back of the tone arm should be set to. Also when pressing start tonearm will not move at all. Can still cue it manually...

The counterwieght should be set the tracking force for the cartridge/stylus fitted. These are expressed in grams. Typical about 2 to 3 grams. If the weight has numbers on it these will match the grams. There's no right setting for the skate. Should the stylus start to skate accross the record increase the force. Start low!

On the arm movement, has the arm moved before after pushing start taking it to a record? As many turntables just don't.
