Can the fuses in the relay box be the problem if its not the battery or starter

It could be the the starter cable. From the battery to the starter. Jump the starter from the small wire to the big wire at the starter. If it turns fast, look to the ignition(small) wire to the starter. if it acts the same, replace the battery to starter wire/cable. Corrosion is the problem.

Starter location

Its in engine compartment under hood.
On the lower side.
First test the starter before directly replacing it.

It can be faulty starter or there is loose connection from battery to starter. The starter assembly gets power from battery. Check voltages at starter wires and see if you are getting 12 volts or not. If not then its no power issue due to low battery volt or no connection between battery to starter.

Starter wont engage after replacing dead battery

Check power to starter motor solenoid, solenoid operation and starter motor voltage during cranking. If the starter motor is receiving power from the solenoid, but isn't cranking, then replace the starter motor.

Also check the condition of battery terminals, wiring and connections. Also check the earth wire from the body to the engine.

My 1997 Chevy Lumina will not turn on. I thought it was the starter since it started having difficulties turning on. The security light on the dash is permanently on. So i replaced the starter and tested...

REPLACE BATTERY CABLES THE POSITIVE BATTERY CABLE COULD BE SHORTING TO GROUND.REPLACE STARTER SOLENOID IF NOT BEEN REPLACED.BESURE TO PLACE BACK FLEXIBLE CONDUIT THAT GOES AROUND POSITIVE BATTERY KEEP FROM SHORTING TO GROUND. LAST TIME I SEEN BATTERY CABLES OVER HEAT WAS EITHER STARTER AND SOLENOID SHORTING OUT OR VERY LOOSE BATTERY CABLES CONNECTIONS. REPLACE BATTERY CABLES IF THEY ARE MELTED HAVE STARTER CHECKED OUT YOU COULD HAVE FAULTY STARTER STILL.

I have A 91 EF SI....with a 93 b18b1 starter ticks but will not start....replaced starter and had it rechecked and its fine....battery has good charge.....and there is power going to starter...pgm-fi main...

It sounds like your battery needs to be replaced. When you battery has a dead cell, or is weak, the starter solenoid may click, but the starter will not turn over. Since you replaced the starter, and you have power going to the starter, I am sure you have a bad battery.

Starting Problem

Probably a bad starter as well. A good battery can make a marginal starter work, but over time the battery will be weakened by the drain of the starter or the starter will get worse.

Remove the starter and take it to your local parts store for testing and replacement. Bring your battery along as the bad starter might have toasted it.

Also a bad battery can wear out a starter quickly.

We had issues like this with our pickup truck a few years back. Replaced the battery, worked okay for a while, then the replaced the starter, worked okay for a while, then the battery was bad. Eventually replaced both and haven't had any issues since.

So when replacing one it is a good idea to check the other.

Need to replace the starter on the 97 mitsubishi Diamante, how hard is it to remove and replace ?

To replace the starter you need to;
) Note if you have an anti-thief system and now to reset it if the battery is disconnected.
) Note the radio station selections if they are not saved if the battery is disconnected.

Now
) Disconnected the GROUND connector on the battery.
) Disconnect the electrical cable on the battery.
) Remove the 2 bolts holding the starter on. Remove the harder one to reach first.
) Pull the old starter out.
) Insert the new starter.
) Replace the bolt. Insert the easier bolt first.
) Tighten the bolts.
) Replace the electrical cable.
) Reconnect the GROUND connector on the battery.
) Reset any radio, clock or anti-thief systems.
) Return old starter for a core charge refund.
