Yes this are burn out pixels.this pixels are either black or grey in colour when tv is in off condition.when the tv turns on the current passes through each pixel and that colour is shown on the screen ,of which colour light falls on the particular pixel.actually there is phosporous liquid in the screen area which gets lesser and lesser due to short circuit or power surge  or by any of the component getting heated in the tv.this directly affects the pixel on the screen,.as the pixel starts burning the dots gets created.to clear this problem the main board of the tv needs replacement and the back of the screen the pixel needs to be cleaned.if under extended warranty get it doone by the company.other wise the reparing cost will atleast cost you $250 for this job to be done by a professional technician.this is not a do it yourself job ,so pleasde dont try to repair it manually.to clean pixels various machines are required to read the area of default.its a tough job as whole tv needs to be disassembled.
thanks. please do raTE THE solution.thank you for using fixya.keep updated.

Have RCA 1080p model number 46LA45RQ has a blue dot bottom right of screen. Just got it out of box.

if it is a single blue dot one pixel wide and one pixel tall thats probably normal. If it is bigger than that I would RMA the thing while you still can. LCDs are often sold with bad pixels. Not ussually more than a few. Its in the manufacturing process and is within tolerance limits. I forget how many the going standard is. Good luck with it sounds like a nice TV.

What does it mean by dead cells?

I assume this is related to your LCD monitor.
I think you mean dead pixels. The LCD monitor has tiny pixel elements, one for each red, blue, green color and each one of these colored pixels are turnes on by a transistor. When a transistor fails then the colored pixel it controls does not light up. This is a dead pixel and it shows up as a tiny black dot.
If the screen displays a blue screen, a dead blue pixel will appear as a tiny black dot in the blue screen.
You normally would not notice a few dead pixels unless they are grouped together.

Why are blue dots appearing on my Sony Flat screen tv. they seem to multiply every day.

If the dots are tiny, those are probably dead pixels. The circuitry that drives them is probably degrading over time for some reason. It's obviously defective, dead pixels happens a lot with LCD screens. I would hope it would be covered by warranty, because the only way to fix dead pixels is replacing the screen.

Blue tints w/ tini blue dots

if you see blue pixel type groups of squares or dots you may have a burnt light engine and this is common in many LCD rear projection sets; a blue screen may mean the engine became burnt--LCD rear projection sets of this kind have an optical enginge--with red, green, blue prizims--sometimes they get burned by the lamp---a photo would tell me or most techs what the problem is---the cost of a replacement engine is very expensive--some models with this problem are covered by Sony even if the set is no longer in warrant

The is a very small blue dot on my Canon xti screen

It can be regarded as normal, yes. All LCD screens will have a percentage of dead pixels, and no manufacturer will guarantee you get a dead-pixel screen on their products.

As you say it does not affect your photos and you can be assured it is not something that is going to get worse - it is a tiny manufacturing defect that is all, but within what they call acceptable limits.

If the camera is brand new you could always take it back and ask for another one, but they are within their rights (I believe) to say no for a single dead pixel.
