a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

SOURCE: Formated Hard drive from Ebay
Apparently you have tried most if not all of the basic install procedures.
If and when you connected it as a secondary or slave to a working/booting PC, was it auto detected at the CMOS/BIOS stage? If yes, then perhaps it is a partitioning/formatiing issue, if not then chances are that it is a hardware problem and the drive is dead.
Alternately, you can try using an external SATA/IDE Interface to USB such as a VANTEC CB-ISATAU2 SATA/IDE to USB 2.0 Adapter or any comparable product. This would provide the SATA/IDE connections to your new hard drive as well as a USB cord to your PC's USB port.
Hope this be of help/idea. Pls post back how things turned out or should you need additional information.
Good luck and kind regards.
