Yes. However they might not be your best solution. Portable air casters usually work best for very short distances and infrequent moves. This means that if you need more frequent moves or travelling longer distances, you will need continuous compressed air supply (high pressure nitrogen bottles), which would make the whole cost more than it's worth.

Does this chair have breaks?

This chair doesn't have breaks but it comes with casters that will hold it in place. Each caster, which should be placed on the floor where you want the chair stationary, is three inches by three inches. The casters are included with the chair/cammode.

If air caster stops creating air cushions under the load, will it suddenly drop?

No. Even if the air supply suddenly shuts off, it will take a while before the air inside the air caster completely ends. This way the load will not suffer from sudden shocks. However, after the load is resting on the landing pads, it can hardly be moved.

Does my floor have to be perfectly smooth to use air casters?

It is better to use air casters on smooth, nonporous sourfaces as cracks or bumps interrupt the correct flow of air and might impair the air cushions. However the surface doesn't have to be perfect like glass. A standard concrete warehouse or factory floor are usually good enough.

Changing the dual axle on an Invacare recliner to lower seat

You will need to remove the rear tires and front casters. If you look at the front caster fork there should be some extra holes where you can re-position the caster wheel. Likewise on the hole where the rear tires mounts there should be a hole above it where you can re-mount the tire. So just move the caster and wheel up to the next hole. If there are no holes to move up to then you cant lower the chair. The only other options would be to install a drop seat which you`ll have to purchase from a dealer or install smaller wheels and casters. So, for instance, say you have 8" casters and 24" wheels you would then install 6" casters and 22" wheels. Good Luck and let me know how it turns out.
