Yes the last solution is correct. In detail the version you have is 1 NON Compliant and you can get your merchant account account down and 2 the harsher one is fined for not using current versions.
I would recommend a New cost effective computer with windows xp or xp pro then the new version of software is roughly around $240 and $270 depending on how much commision your provider wants to make. Or run the cards via an online gateway such as www.greenlightpayments.com.
Reason being that the older versions stores card holder data if your computer gets hacked you are held accountable for each fraudulent trans that happens on your customers cards.

although like every other expert on this site I'm a bit rusty on any POS solution for 98, I did spend several years working in hotels using similar systems.
For a quick review when you tried to set the numbering routine you likely picked a number which had already been used in the database. Assuming I've got that part right, short of being able to open, understand and edit the database there is no easy solution that could be resolved through simple forum advise.
That being said you've been at this for more than a couple hours now and obviously we're all too rusty to guide you through "blind". The simplest solution in this case and likely the fastest would either be to send the database file to PC Charge for correction assuming they're even still in business or to restore yesterdays backup and simply re-enter all of todays transactions to update the database properly. The only drawback to this is, if my memory serves, PC Charge will attempt to reprocess duplicate billings as you re-enter.
Since the problems I was dealing with prior to Y2K most systems have built in reconciles that watch for this activity and remove the duplicates, but you may have to manually adjust the entries or even ring them through as cash and make the correction in your GL once your done for the day to avoid the duplicates.
Needless to say the fastest way to resolve the issue is simply restore yesterdays backup file, role the date ahead to today and re-enter the days transactions(cash method or otherwise).
Let me know if this will work for you, if not I'll try to shake off a bit more rust and find another solution.

Your primary key has to be unique, and that's why you are getting the error as you are trying to enter a primary key value that already exists in your table.
