SOURCE: WiFi turns itself off
Don't know if this will work with your Dell, but on my Averatec, I had to do the following.
Go to Start>Right click on My Computer and select Properties. Click on the Hardware tab, and Device manger. Click on + by the Network Adapters. Right click on your wireless, Intel or Broadcom wireless adapter, and click on Advanced. Findd the Minimum Power Consumption and make sure it is disabled. If you have a Power Management tab, click on it, and uncheck both boxes.

You may have to go to your wireless connection properties then check to see if your laptop is set up to connect to any avaible network.

Typically, this means your wifi card is toast, however there are a few things we can try first. Is the light turning on to show that you Wifi connection is on? If it isnt, then make sure whatever switch or knob is set correctly. If this doesnt work then you can reinstall the drivers, but since it isn't even showing up then I doubt this will work. Even if the drivers are not installed, usually windows will at least see there is something there.

Well there can be several different reasons for this problem, check your wifi reciever condition, if its builded in like you provide your question generated for pc laptops, then check is it properly turned on, check settings releated with bluetooth, since those wifi's usually have bluetooth connection with wifi's.
Then at the end you really should check that wifi signal antenna, and settings with that wifi, because that could be problem aswell.
Please rate solution! =)
