It is the responsibility of HR department to deal with such issues.The HR should make sure that employees are undergoing Workplace Violence Prevention Training.A single strategy alone will not work on the issue of workplace aggression or bullying.If HR fail to investigate it or to counsel the offending person, the HR manager(s) would be criminally liable for allowing it to continue.
