I am unsure about your personal treadmill, but, have you started with the easy things: Check that the cutoff cable is in place? The contacts (if it has them, some are magnetic) of the cutoff are clean and free to connect? If they are ok, does it sound like the motor is trying to turn? Are there any burning smells? Have you checked for a motor fuse in the treadmill itself? I hope that gets you a little closer to finding the problem. Edit, i didnt see the full question, sorry.
