Usually the best way to open a file created by a specific program is to install the program that created it.
So for example you would not be able to open a DNG file unless you had a program like Photoshop or Lightroom installed.
Here are some more possible reasons for not being able to open a file
The correct program is not installed.
The associated program to open the file is out-dated.
The registry entry of the file association is corrupted.
The file extension has not been associated with the correct program.

some one have lock it. go to windows drive. normally go to C:/Windows?system32/driver/etc there you should see a file name HOST. open host file in noetpad and see if there is a address like you.com or facebook.com remove it. if there was not this addresses then just instal a proxy software like hotspot shield
