a 6ya expert can help you resolve that issue over the phone in a minute or two.
best thing about this new service is that you are never placed on hold and get to talk to real repairmen in the US.
the service is completely free and covers almost anything you can think of (from cars to computers, handyman, and even drones).
click here to download the app (for users in the US for now) and get all the help you need.

SOURCE: HP problem with touchscreen
When you first begin using the PC, or if you have intermittent problems
using the touch screen, you should calibrate the touch screen and set
up the screen preferences.
NOTE: The touch screen works best if only the stylus, and not your hand, is touching the screen. If you rest the palm of your hand on the screen for comfort, you will have to press the pen more firmly onto the screen.

The touch screen on these models do not have a calibration setting. They work or they don't. If it not working properly you can try uninstalling the drivers for the touch screen, then reboot. The machine will find the touch screen and reinstall the drivers automatically. Also check for any updated drivers at Panasonic's support site. Then check the connection for the touch screen, the touch screen has a separate connection than the screen, and it may have worked loose or have a little dirt or corrosion built up. If this doesn't work, then I'm afraid that the touch screen may be wearing out, nothing you can do for this.

If the touchscreen is listed in the hardware manager, then I sugest uninstalling and reinstalling the driver by looking for hardware changes and let windows do it from its database.
Either that, or installing it anew from the drivers cd.
If not, it might be disabled in the BIOS.

I got it! (For Vista)
Step 1: Right click "My Computer" and select "Properties"
Step 2: On the left menu there is an option for "Device Manager"
Step 3: At the bottom of the page, there is a section named "Universal Serial Bus Controller", expand it.
Step 4: You will see a device listed as "hx2lp kit" or similar. Right click and select "Uninstall"
Step 5: It will prompt you to delete the driver files. Click "Yes" (I think this was a check box)
Step 6: Watch as Windows finds all your devices that had been missing! (touch screen, fingerprint scanner, and web cam)
