If you mean BIOS setting, then enter the BIOS, choose Restore Defaults.
If you mean your windows installation, use the Operating System reinstallation CD from DELL (the green CD, for Windows XP). After operating system installed, use your driver CD (usually the blue CD from DELL). If you don't have the CD, please contact Dell support center to get the CD (charges may apply).

you can try to restore your PC from start<-all programs<-accessories<-system tolls<restore
-Choose the earliest date that your want your PC to restore back to.

You need the C521 recovery disk, from Dell. Set the BIOS to boot from CD and start the system.
If it gives you the option of "Complete Reinstall" or "Repair", choose Complete Reinstall.
If it does not, or if it does not work - i.e., it always reads the disk and tries to maintain as much data as it can, you need to first wipe out the hard drive; there are many "Disk Wipe" utilities out there. I'd suggest using a boot disk such as DBAN (www.dban.org).

I understand your frustration. Do you have a "recovery cd "(Operating system disc) ,which came along with your computer . if you have the same please, put the disc in the CD drive and restart the computer. you need to select boot from cd option and then follow the on screen instruction.
*you can get the "recovery cd"from your computer manufacturer.( call Dell customer care)
