Following instructions but there is no icon on "my computer" page for webcam. drivers installed successfully? Can't get any picture or image

Try looking in device manager. If its there with a yellow -exclamation mark there you won't be able to install at all. Just delete (uninstall THAT) then try to plug it in a port.

Sounds like a weird advice. Only possible explanation is that the webcam (USB I assume) has a problem with USB mouse drivers.
Have you tried installing it with the mouse drivers and did it work?

If any webcam should work in windows7 it should be a microsoft one !
Visit the microsoft support website and fill in the details of your cam and OS. Hit 'GO'
Click the link for 'Microsoft LifeCam Readme and Troubleshooting Information'
You need to read breaking and known issues for any additional software you may need

SOURCE: i installed my A4Tech webcam,
Does the webcam software have a 'Dashboard' (toolbar) that launches from your desktop ?- if so, launch the toolbar and open the 'Settings' menu. Look for the 'advanced' tab and change the 'Mirror Image- vertical' - save the changes if you have that option.
If you have no toolbar you will have to do it while setting up your webcam to a chat program - along the sequence you will see a 'Camera Source' button and another 'Settings' button

Please follow the link to uninstall and then reinstall the device on your Dell. Remember that reboot is as important as the drivers. You have tried almost everything on your own. Now try out my method.
If by any chance the problem persists then you may like to call up the Dell online help. It is toll free. They do not have any service centers and do every thing online. On the back of the laptop/computer you will find a 7 character number. Just keep it handy while you talk to them. They would know how to deal with your machine.
But, first try my method.
