Sounds like you have an exhausted battery. If the laptop works with the power unit, the power supply/charger is OK.
Don't forget, the battery has to be a Sony battery. It won't work otherwise!

Disconnect external devices. Remove battery and power cord. Then reposition them again. Be sure battery is locked with the switch at the bottom of the unit. Keep charger connected. If issue continues it may require service.
If you can see VGN-CS on the upper left corner of the lid (your unit's model number) you will need to call Sony as this is a known issue

Have you tried replacing the battery? It sounds like the charger circuit is attempting to charge the battery and the battery is not accepting the charge.
