iOS or jail broken? You need to determine if it is a software or hardware problem.
Connect your phone to iTunes and backup and do a restore to factory settings. If the button still doesn't work you could follow directions found online for opening your phone, but unless you know what you are doing I wouldn't recommend it. The odds that you could see something physically wrong and repair it are low.
If resetting the software doesn't fix it, you could send it to Apple to repair, but if it's a 3G you should consider not spending the money on the older model and instead put it toward a new phone.
You may need to send the phone in for repairs. Firstly does it happen with all files? Try resetting the phone to factory settings, connecting to PC Suite and running phone software update to update your phone software which may fix the problem
The problem may be with the software .You need to reset the software in an authorised servoce station. I am saying this because even i had this problem and resetting the software fixed it for me.
But while resetting you will lose all the data in the phone memory.

Give it time to reset.
