could you be mistaking the room humidity indicator for the time? reason I ask is on these one display units this happens more frequently than Id care it too , the one display shows both time and room humidity also set point humidity , the only way one can tell is on some models there is a tiny light that shows up next to labeled function , easy to miss It , also if your machine is sort of new (last few years) it has been decided that it's more efficient to let the circulation fan run all the time , regardless of room humidity . this makes it a little annoying (noise) but they do cycle the compressor to regulate the room humidity

yes cycles should be longer either that or the unit is keeping close to desired humidity. Also the unit is under sized 30 pint is for 400sqft. or 20 by 20 room. humidity should be 30/50 percent check your level desired room temp is 70 degrees but its a basemnt 60 works.
if you can verify that the compressor is still active (is there a noticeable hum or buzz and / or do the room lights slightly dim during power on?) then the most likely problem is a loss of freon. if the compressor never turns on, then a faulty humidistat is likely...an electrician can run a test of this by "jumpering it out" to force on the compressor motor.
