The front, swivel wheels are nit working properly. Where can I buy new ones?

If you contact http://www.stokke.com/en-gb/contact-us.aspx you should be able to purchase this part. This is called the bumper bar and attaches in front of the seat unit.
ALternatively, any retailer that stocks Stokke products should be able to order this for you.
