2004 Toshiba TV 32A41 problem

TV has a 1 1/2inch horizontal bar that distorts the picture at the top of the TV screen.  Could the vertical hold be out of adjustment?  If so, how does one adjust the vertical hold?

The problem started after a power outage;  the cable repairman says it is not a cable problem (another TV set in the living room was not affected). Could it be another problem?

I have white horizontal lines about 2 inches at top of my tv

You have some bad grounds on the Vertical IC. In addition to this, in the immediate area of this Vertical IC, are a few bad capacitors. Look for this IC mounted on a large heatsink. It may have seven pins . I cannot remember for sure. I have not worked on this particular TV, so I cannot give you specific locations. But I assure the problem is in this area! If you have some electrical experience you can pull this board out. In this case only the caps need replaced and the IC resoldered. Good Luck and thank you for asking. There are about 10-15 small lines on the top of the screen that go horizontally all the way across. These lines distort the picture up there and it is very distracting...any ideas?

The problem is in the vertical section of the TV. Usually one of the electrolytic caps has gone bad. Easy job if youre experienced with board level component replacement.
A shop should charge under $100 to fix.

It sounds like a vertical deflection problem. You mentioned you had a white HORIZONTAL LINE in the middle of the screen. If this line runs from left to right across the screen it's in Verticla deflection. If it runs from top to bottom, it's in Horizontal deflection. I am assuming the problem is a Vertical deflaecion problem. The repairs necessary are most likley to replace the vertical capacitors or the verticla deflection chip.
Good Luck
