Have you tried the DVD disk in some other DVD-player?

If it fails, then the disk, not your DVD-player, is "bad".

Turn off the machine and the unseat and reseat the cables to the dvd drive. Then turn on the computer and go into your BIOS and check to be sure that the dvd drive is recognized. If it is then reboot into windows and see if it reads discs.

If you turn off the computer and remove the ribbon cable to the DVD play then at both ends the reinstall it. This works in some cases the error code you have means it cant read the IDE

It's not "regeit" but "regedit".

Drives Disappear After You Install ITunes or Norton Ghost** If after installing ITunes or Norton Ghost, you get Device Manager error code, try locating the Audio File System (AFS) driver from Oak Technologies at C:\Windows\System32\Drivers\afs.sys or doing a search for it. Rename it afs.sys.txt and reboot. This driver is incompatible with the driver found in iTunes and Norton Ghost. The driver from these two companies is the same and made by a third company called Gear Software. After renaming the afs.sys driver file you will lose access to the CD burning feature of of the following: HP Memories Disc Creator, Liquid Audio Portal Player, Oak Technology SimpliCD, or Broderbund's Print Shop version 20. If you still wish to use the burning feature in any of that software, upgrade it to a Vista versions. For more information, see the article here - http://www.gearsoftware.com/wiki/index.php?title=CD/DVD_drives_disappear_after_installing_iTunes.

Description of Code 10-related errors that Device Manager generates in Windows-based computers
http://support.microsoft.com/kb/943104/

Please do all the below even if you have done some before as it is often the total process which solves the issue.

Try this - Control Panel - Device Manager - CD/DVD - double click the device - Driver's Tab - click
Update Drivers (this will likely do nothing) - then RIGHT CLICK the drive - UNINSTALL - REBOOT
this will refresh the default driver stack.

Then work your way through these - remember the drive could be bad, could have a loose cable or
slight corrosion on the contacts (usually for a laptop) and other issues.

Another possibility is that the cables are loose. Remove ALL power, then check cables in both
ends. Remove and replace, do not just snug. For laptops you can often clean the power and
data contacts with a pencil eraser.

Some DVD drives do not use the Windows default drivers so check with the System maker and
device maker to see if there is firmware or drivers for you drive if needed.

Vista Ultimate disabled my Blu Ray DVD Player

How to fix Code 39 error
with DVD/CD-ROM drives in Windows XP or Vista
I was fixing a computer the other day and ran across the following error in Device Manager on the CD-ROM drive.

"Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)"

Because of this error, the drive did not show up in My Computer and the customer was unable to burn CDs or read any CDs.

I uninstalled the drive from Device Manager, rebooted the computer, and the problem remained, so obviously it appeared to be a registry issue that I would have to solve. If you are receiving this Code 39 error and your CD or DVD drive is missing and has a yellow exclamation mark in Device Manager, I hope this information is useful.
To solve this Code 39 error, follow these instructions:
NOTE: After removing these registry keys and rebooting, it may be necessary to reinstall any CD or DVD recording applications.
1) Close all open programs

2) Click on Start, Run, and type REGEDIT and press Enter

6) After deleting the keys, close the Registry Editor

7) Reboot your computer

8) Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone.

Another possible CD/DVD issue you may want to investigate
http://www.pchell.com/support/copytocd.shtml

Microsoft surprised more than a few people on Thursday when one of its developers told a technical crowd in Australia that 32-bit versions of Windows Vista won't be able to play back next-generation high-definition protected content, i.e. commercial Blu-ray and HD DVD discs.
Later Thursday, representatives in the U.S. said that senior program manager Steve Riley was mistaken.
"The information he provided to that audience was incorrect," a representative told CNET News.com. "Playback is possible with Windows Vista in 32-bit."
The decision of whether to offer that support, the representative said, won't be made by Microsoft but rather by the third-party software makers that create DVD playback software, folks like CyberLink and InterVideo.
"It is up to the ISVs providing playback solutions to determine whether the intended playback environment, including environments with a 32-bit CPU, meets the performance requirements to allow high-definition playback while supporting the guidelines set forth by the content owners," Microsoft PR manager Adam Anderson said in a statement. "No version of Windows Vista will make a determination as to whether any given piece of content should play back or not."

THERE IS NO HANDSET CODE JUST SOME DATA ON A DISC THAT ENABLES IT.
IT WILL NOT CHANGE THE FIRMWARE OF THE PLAYER OR BRICK IT IN ANY WAY OR INVALIDATE THE WARRANTY!

The place to get it from is here http://www.lgregionfree.mfbiz.com/#/instructions/4525089618

You need proper CD burning software like nero as windows xp/vista wont copy it correctly.

Basically you download the zip file from the site. Unzip it and place its contents onto a cd.
(On nero make it a data disc)

Stickitinto the drive when it loads the disc should eject and you shouldhave a screen giving you the current region and asks what region youwant to make it. Make it 0 for multi-region.

Just done this today thats how i know making a cd on vista/xp doesn't work.
