Only the high setting works.

In many cases this is the result of the blower motor resistor having gone bad. They are often located in the housing that holds the blower motor but I cannot say 100% for sure with the Jeep Cherokee.

I had a similar problem with my 03 Taurus. Does your floorboard on the passenger side get wet when it rains really hard? If so, Ford is aware of a defect above the fan motor which is behind the glovebox.
I contacted Ford directly and they had my local ford dealer fix it free and they gave me money towards a new blower motor which shorted out from the leak, it's possible it just your switch if there is no leak but you might need both the switch and blower motor replaced like I did. Hope this helps.

Usually when the blower fan only operates on hi speed, its because of a failed blower motor resistor. You still have hi speed because on hi, the power going to the blower motor goes directly to it, as opposed to the lower speeds, when the power is routed through the resistor, thus lowering the voltage, which in turn lowers the speed of the fan. The resistor is usually located near the blower motor itself, under the hood back near the firewall.

Its the switch behind the fan nob thats not making contact, you have to pop the cover off the dash where the radio fan and other gizmos are. Then remove the fan nobs by pulling them straight off after that unscrew the housing unit inside is the switch. You must carefully pry this open so as not to break the plastic clips holding it together the switch thats fryed should just pop out easy replacement fan switch! If my mind serves me right it costs 40$ to replace if you order from chrysler.
