How do i unlock or break the power on password ?
Usually there is a clear power on password jumper near the clear cmos jumper on the motherboard. You might look for that jumper. and that will fix the issue

The startup password is not on the hard drive and thus has nothing to do with the Operating System. To clear the power on, or BIOS password, you have to wipe the CMOS. The only way to do that is to gain physical access to the motherboard, and change some of the jumpers to different pins. Do a google search for "how to wipe cmos on [your laptop make and model]."
If you can't find the jumpers, or a helpful website, you can always just take the CMOS battery off of the motherboard for 10-30 seconds. This will clear all CMOS memory and thus there will be no password.
If you don't feel like potentially damaging your laptop, take it to a computer store, they can do it. But before you spend money, or risk to your machine, try these common bios passwords: condo, djonet, lkwpeter, biostar, biosstar.

You've no chance of cracking the power on password without help from Dell themselves, but you have to have ownership of the laptop and have it registered to you with Dell otherwise they will refuse to give you the password to get into the operating system and reset the password.
If they do refuse then the only other option is to replace the motherboard which are not cheap.
The reason for this is that the power on password is stored on the TMP chip which is similar to the eeprom chip. It always remembers the password even if you take the BIOS battery out. You cannot reset the password without help from Dell.

What Operating System you Use ?
if you using Windows,at the Log On Screen press CTRL + ALT + DEL/DELETE at the same time twice (2x).
and there will be Show ADMINISTRATOR Account.
Login with administrator account
(in Standard Installation,Administator doesn't need a password,just Clik the Arrow Key )
and Remove another Account Password from Control Panel > User Account.
