For Windows XP Home Edition use "The registry edit & For Windows XP Professional you still use the option I had suggested which is:

• Click Start
• Click Run
• Enter gpedit.msc in the Open box and click OK
• In the Group Policy settings window
o Select User Configuration
o Select Administrative Templates
o Select System
o Select Ctrl+Alt+Delete options
o Select Remove Task Manager
o Double-click the Remove Task Manager option

Click Start -> Run. Type in "regedit" (no quotes) and hit Enter.

Search for HKEY_CURRENT_USER -> Software \ Microsoft \ Windows \ CurrentVersion \ Policies \ System.

Look for: DisableTaskMgr. Click on REG_DWORD. Value: 1=Enable this key (disables TaskManager); Value: 0=Disable (actually enables TaskManager)

Close RegEdit

Reboot your machine.

Disable password log in
On both PC and Mac computers, you can set up your system to automatically log in to a certain user account.
As a result, this setting will allow you to bypass the password login that is typically required.
You should only enable automatic login on your computer if it cannot be easily accessed by other people.

Open the Start menu and click on "Run."

Does this account still exist, and how can you access it?<br /> Recently I ran into an awkward situation where after disjoining a Windows 7 client machine from the domain, I was unable to log in to the computer. This was not because I had forgotten the local administrator password, but because the local administrator account was disabled (which is the default behavior in Windows 7). Like in Windows Vista, in Windows 7 the built-in Administrator's account is disabled by default. Furthermore, this account is not associated with any password. After doing some research, I found the following procedure that worked really well.<br /> <a href="">Enable Built-in Administrator Account</a><br /> Basically there are 4 ways in order to activate the account:<br /> A) Command Prompt To enable the built-in Administrator's account by using the Command Prompt please follow these steps:<br /> 1. Follow the below steps to enable Windows XP built-in administrator account:
  1. Log on with the guest account on XP, then right click computer, and choose Management.
  2. Expand Local Users and Groups and Users in the console.
  3. Right-click Administrator account and select Properties.

Disable XP Shutdown

There may be times when you want to make sure that XP can't be inadvertently shut down. You can use a Registry hack to disable the normal Shut Down. Run the Registry Editor and go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer. Create a new DWORD value named NoClose with a data value of 1. Exit the Registry and reboot in order for the change to take effect. You won't be able to shut down Windows in the normal manner from now on; you'll have to run Task Manager by pressing Ctrl-Alt-Delete or right-clicking on the Toolbar, choosing Task Manager, and then using the Task Manager's Shut Down menu to close Windows. If you want to reenable normal shutdowns, delete the NoClose value.

Well, your problem seems to be due to a virus attack. Certain virus disable your task manager. To solve this, scan your computer with a good antivirus software and remove the virus. But in most cases you won't be able to restore the task manager with the antivirus application. So the best method is to backup your documents on the the drive where OS is installed and reinstall your OS.

Your system administrator may have implemented a local policy on your computer to disable Task Manager. Be sure you have administrator right to open the task manager.
