What you are experiencing is called rebooting, in this case what has happened is that the computer is encountering a problem crashes the operating system, so it shuts down and reboots. Since it cannot boot into Windows, it is called a "reboot loop" because it does this spontaneously and repeatedly. You have to find out what is conflicting with your OS (operating system).
There are a variety of ways to approach this, but I need more information, especially your version of Windows.
I am a mod at (free) www.suggest-a-fix.com and can more easily help you there. This forum is just not set up for easy active replies and picture uploads for difficult problems. By the way, sometimes someone suggests reformatting and reinstalling Windows, and most of the time that is not necessary. But without more information I cannot help you further.
One thing that you can try is a system restore, both XP, Vista and 7 have this feature. I suggest you Google for information on your version of Windows there, or post in at my forum.

How do you turn on bluetooth on kyocera qualcomm 3g cdma phone?

    • 1 Turn on your Kyocera Qualcomm pdQ by pressing and holding the "Power" button until the welcome screen is displayed. If the keypad is open, press and hold the "Power" icon located on the right hand side of the phone's screen. Repeat the process to turn the phone off.
    • 2 Install the Palm Desktop Organizer software. Connect your phone's cradle to your computer and plug in the power cord. Remove your Kyocera Qualcomm pdQ from its cradle during installation. Exit any Windows programs on your computer. Put the Palm Desktop CD into your computer's CD-ROM drive. The installation screen will appear, click the "Install" button and follow the on-screen instructions.
    • 3 Perform your first information HotSync. Click the "Palm Desktop" icon on your computer's desktop.     • 4 Make a call with the keypad closed. Pull up the antenna on your Kyocera Qualcomm pdQ and wait for the signal strength icon to be displayed. Use the numeric keypad to enter the phone number. Press the "Send" button to make the call and the "End" button to hang up.
    • 5 Make a call from the call history on your Kyocera Qualcomm pdQ. Press the right "Smart Key" and use the "Up" and "Down" button to scroll through your call history until the desired number is highlighted. To see more information about the number, press the left "Smart Key." Press the "Send" button to make the call and the "End" button to hang up.

There are no known methods of unlocking this phone using the typical generator and your phones IMEI #....so we won't be able to help you unlock it. If all your trying to do is recycle it they will take it be it locked or not.
